1. Make new file size 360px X 360px (the size is up to you) and press D (make your foreground and background color into default black and white)

2. Choose Filter->Render->Cloud

3. Choose Filter -> Pixelate -> Mozaik use Cell Size = 12 px

4. Filter -> Brush Stoke -> Accented Edge. Use these setting

5. Press Ctrl+U and click Colorize. I use these setting to get blue color
